
Lily Tochner
Lilly Tochner is Research Director at the Justice Education Project, where she leads research development and supports youth-driven analysis across policing, courts, incarceration, and post-detention policy. A third-year undergraduate at the University of California, Berkeley studying Political Science and French with a minor in Public Policy, her work focuses on housing access, prosecutorial reform, and institutional accountability within the criminal legal system.
She has authored research on the post-detention housing needs of youth in Los Angeles and investigated police funding as a Research Assistant in UC Berkeley’s Political Science Department. She has also contributed to a book project on progressive prosecutors as a Research Assistant at UC Berkeley Law School and NYU’s Graduate School of Public Policy. This semester, she is studying at Sciences Po in Paris as an Erasmus student, bringing a comparative and international perspective to justice policy. Through research, impact litigation, and dependency law, Tochner aims to advance structural reforms that better support justice-involved youth.
